Completed in 2000, the eight-story, approximately 456,000-square-foot structure was designed by Mehrdad Yazdani of Dworsky Associates (now Cannon Design) under the U.S. General Services Administration's Design Excellence Program, featuring an L-shaped configuration that includes a raised plaza with a broad staircase, water pool, trees, and a large trellis-canopy supported by an articulated column. The architecture employs a steel frame with varied facades—horizontal glass bands and limestone on the public-facing side for transparency, smaller windows in metal panels on the office side, and precast concrete panels for the courtrooms—incorporating materials such as limestone, metal, granite, and terrazzo in neutral desert-inspired tones, along with a three-story cylindrical rotunda topped by a glass dome to symbolize judicial openness. As the first major federal building to fully integrate post-Oklahoma City blast-resistance guidelines from the Interagency Security Committee, it features ductile precast concrete cladding designed to absorb explosive energy and prevent progressive collapse, earning the 2002 PCI Award for Best Justice Facility.
